Dimitrios Soutsos was a scion of a wealthy Greek family who served as Mayor of Athens in the 19th century.

Soutsos was the son of General Skarlatos Soutsos, a descendant of a wealthy Phanariote family.

He was first elected mayor of Athens on May 11, 1879 and remained at the post until September 30, 1887, having been reelected.

In 1883, while in office, Soutsos was accused of corruption and was arrested and jailed. He was released through action of Dimitrios Rallis, a friend and Minister of Justice.

Like his father, Dimitrios Soutsos was a wealthy landowner through inheritance and through various dealings and legal actions. He sold part of his land holdings to Andreas Syngros in the 1890s.
