Kostas Toumbelis was a Greek football midfielder of the 1950s and 1960s.

Toumbelis was born in 1939 and began his top league career with Iraklis Thessaloniki. He made the jump to Panathinaikos in 1961 when the greens were building their great team of the early 1960s. A regular at first, he was later relegated to the bench when PAO acquired another Macedonian midfielder by the name of Takis Loukanidis.

Toumbelis scored a total of 23 goals with Panathinaikos between 1961 and 1964. He was capped once in his career by the National Football Team of Greece.
