==Background==
The 1939 championship was played in two phases:
On the local level:
Two round-robin tournaments were held: one in the south ([[Athens]] and [[Piraeus]]) and one in the north (three [[Thessaloniki]] clubs as well as AEK Kavala, Philippi Kavala and [[Doxa Drama FC|Doxa Drama]]).
These were won by [[AEK FC|AEK]], and [[Iraklis FC|Iraklis]] respectively.

On the national level:
Home-and-away matches were played between the winners of the two local tournaments.
