Erato Kozakou-Markoulli is a Cypriot career diplomat and formerly the Minister for Foreign Affairs of the Republic of Cyprus.

Markoulli was born in Lemesos in 1949 and has degrees in Law and Political Science from the University of Athens and a PHD from the University of Helsinki. She has served in the Foreign Ministry since September 1980. She has served as Ambassador to Sweden (1996 - 1998), Ambassador to the USA (1998 - 2003) and, from 2003 until 2007, has been responsible within the Foreign Ministry for handling the Cyprus problem.

On July 16, 2007, Markoulli was officially named by President Tassos Papadopoulos as Minister for Foreign Affairs, a position she held until February 2008.

Markoulli is married with one son.
