Skarlatos Soutsos (1806 - 1887) was a Greek military man and politician of the 19th century.

Soutsos was born in 1806 to a distinguished family of Phanariotes. He studied in the military school of Munich, on a scholarship by King Ludwig, graduating in 1828. He then enlisted in the Greek artillery.

In 1837, Soutsos was assigned to the Palace of King Otto. In 1854, he became Minister of the Military, a post he regained in 1869 under King George I. The Massacre at Dilesi occurred under his tenure of office and, after being accused of being responsible, was forced to resign along with the rest of the government of Thrasivoulos Zaimis.

In 1878, Soutsos led the Greek expeditionary force into Thessaly which had revolted against Ottoman yoke.

Soutsos died in 1887. He was the father of Dimitrios Soutsos who served as Mayor of Athens.
