Kostas Papoutsakis was a Greek football forward for OFI and Panathinaikos during the 1960s - early 1970s.

A prolific scorer, Papoutsakis led OFI in goals scored in 1963 while the Cretan club was still in Beta Ethniki. The following year he transferred to Panathinaikos where he played until 1968. He then returned to OFI where he played the 1969 and 1970 season.

During his career, Papoutsakis scored some vital goals, including the game-winner in the 1965 Cup of Champions return match against Glentoran FC, which allowed Panathinaikos to progress into the second round of that competition: the first team from Greece ever to do so.
