Loukia Tarsitsa "Louka" Katseli (Greek: Λούκα Κατσέλη, born 20 April 1952, in Athens) is a Greek economist, politician and former minister.

Early life and education

Louka Katseli was born in 20 April 1952 in Athens, Greece. She is the daughter of Aleka Katseli, a Greek actress.

Katseli graduated from the Smith College in Northampton, Massachusetts, in 1972, with a B.A. in Economics.

She did post-graduate work at Princeton University obtaining:

  • In 1974, a degree of Master of Public Administration
  • In 1975, a Masters of Arts degree in Economics and
  • In 1978, a Ph.D. in Economics.


Katseli is the director on the OECD Development Centre in France, a Professor of Economics in the Department of Economics of the University of Athens, a member of the Executive Committee of the E.A.D.I. since 2005, a member of the Scientific Advisory Board of German Institute for Economic Research in Berlin, Germany, a member of the Athens Development and Governance Institute and a member of the Euro 50 group.

Katseli was Director General on the Center of Planning and Economic Research (KEPE) in Athens from 1982 until 1986, and served as Special Economic Advisor to Andreas Papandreou, the Prime Minister of Greece, from October 1993 until January 1996.[1]

From 1996 until 1997, she was the Special Advisor to the Minister of Education. She has also worked as a professor of economics at Yale University. [1]


Katseli was first elected to the Hellenic Parliament in September 2007.

She served as spokesperson for Economics for the Panhellenic Socialist Movement (PASOK).[2]

In October 2009 she was appointed by PM George Papandreou as Minister for the Economy, Competitiveness and the Merchant Marine.

In September 2010, following a cabinet reshuffle, Katseli was appointed Minister for Employment and Social Protection [3]

On 20 October 2011, Katseli was expelled from the ruling PASOK by Papandreou after she fulfilled a pledge and voted against a single article calling for the liberalisation of labour regulations, in a heavily protested vote for an austerity program bill.[4]

In March of 2012, she joined forces with Haris Kastanidis - another former PASOK MP - and established the Social Contract party as an alternative for Socialists who disagree with the EU-imposed austerity measures on Greece.

Personal life

Louka Katseli was married to the late Gerasimos Arsenis[5] and is mother of two children, Dimitris and Amalia.
